The unqualified support of the regional policy-makers has been a vital factor in the success of the project throughout its various study phases. Over the years common interests have emerged to make this project a priority for all concerned.

 

As the first province-to-province high-speed line – a novelty in the French rail transport sector – the Rhine-Rhone line required suitably adapted management structures. For more than ten years, studies have been coordinated and monitored at local level. By going out into the field and addressing issues at grassroots level in this way, Réseau Ferré de France has been able to remain receptive to the reactions of the local politicians and those living in the vicinity of the line, and has been able to play a hands-on role in the consultation process.

 

The steering committee comprises representatives of the French State, the Alsace, Burgundy, Franche-Comté and Rhone-Alps Regional Councils, the National Federation of Transport Users (FNAUT), the Trans Europe Rhine-Rhone-Mediterranean HSL Association, SNCF, Réseau Ferré de France and numerous municipal authorities. Its role is to decide on the strategic issues inherent in the project.  On a parallel, committees with members from Government departments, the General Councils, borough authorities, socio-economic organisations and associations have been set up by the Prefects of each of the départements concerned to monitor compliance with State undertakings.

 

The unqualified support of the regional political authorities has been a vital factor in the success of the Rhine-Rhine high-speed line project throughout the various stages of its development.
